Emily Horowitz is a Professor of Sociology and Criminal Justice and the author of: From Rage to Reason: Why We Need Sex Crime Laws Based on Facts, Not Fear, which explores the human carnage wrought by decades of draconian and fear-based sex offense policies.

Erik McInnis is the Director of the National Association for Rational Sexual Offense Laws (NARSOL) and has pursued the reformation of sexual offense laws since 2019. His focus is on fighting misinformation about sex offenses using verifiable facts within the public domain, media, law enforcement and the judiciary. Erik holds a Master’s Degree in Applied Mathematics and served 22 years as an Officer of the Marines.
Dr. Zgoba will delve into the complex landscape of sexual offense characteristics, examining factors such as demographics, typologies, and patterns of behavior. She'll explore how these characteristics intersect with various aspects of the legal frameworks surrounding sexual offenses. and the effectiveness of sex offender registries in terms of their intended purposes, including community safety, offender management, and recidivism reduction. Her presentation will acknowledge the multifaceted nature of sexual offending and the ongoing efforts to address it within our society.

His name means to shout or to sing. As an infantry paratrooper in the 82nd Airborne Division, he shouted. As a member of the 82nd Airborne Division chorus, he sang. Since then he has written and recorded hundreds of songs that have been a great source of creativity and upliftment. Jaron, who is also on the Arizona sex offense registry, hopes to inspire others and provide hope through his music.
If we know what doesn’t work, do we know what does? More than two decades of evidence shows that costly and outdated policy choices like, registries and their associated restrictions, do not have a positive effect on public safety, but re-entry models that are both evidence-based and cost-effective exist. This talk will focus on what we should do if we want to reduce harm in our society by focusing on factors that are associated with desistance from crime, investing in primary prevention, and bolstering support services to survivors — all while still holding people accountable for harm they cause.
Moderated by Guy Hamilton-Smith, this panel will explore potential new directions in sexual offense policy.

Paul Dubbeling is a former U.S. Army ranger, infantry officer, and JAG attorney. Since going into private practice he successfully prosecuted Does v. Cooper, a federal lawsuit which struck down much of North Carolina’s previous premises restrictions, and is currently lead counsel for NARSOL’s legal challenge to the North Carolina registration laws, Does v. Stein.
Senior U.S. District Court Judge Frederic Block will be a special guest speaker presenting insights from his groundbreaking new book (forthcoming), A Second Chance: A Federal Judge Decides Who Deserves It. Judge Block will address the critical importance of state-level adoption of legislation similar to the Federal First Step Act. He will also emphasizes the need for an objective approach when dealing with sexual crime cases, especially those involving children. This is a rare opportunity to hear from a prominent federal judge on the need for objective approaches in sensitive cases and lessons from the Federal First Step Act and its potential state-level applications.
