Request to Speak

The Request to Speak program (RTS) is designed to allow citizens to voice their opinions on bills being heard by the legislature or to request to speak on a bill in a legislative committee.


You must initially set up your account in person at a kiosk in the Capitol building. However, if you cannot make it to the Capitol in person, someone else can sign you up. Civic Engagement Beyond Voting (CEBV) offers this service to anyone who would like to have their voice heard. All you need to provide is your name, address and email.


Once you are signed up, the RTS program allows you to participate from your home or office, and even to watch committee hearings online. 


When the legislative committee is in session, the committee members and the public will see:

  • a list of people who have voiced an opinion 
  • whether that person wishes to speak in committee 
  • who the person is representing
  • comments the person may leave in the comment box.  


Legislators will see your bill position throughout the process.

Civic Engagement Beyond Voting is a grassroots nonpartisan organization that works to empower Arizona’s citizens to exercise their voices at the state level. They have coalesced around using the Request to Speak (RTS) system as a gateway to activism.


CEBV will create an account for you at the Arizona Legislature to use the Request to Speak (RTS) system.

Know your Legislators

While those convicted of sexual offenses cannot vote, they can still make their voices heard by communicating directly with their representatives. We encourage you to get to know your legislators. Write letters, schedule meetings, sign up for newsletters,and attend events where you can chat with legislators informally.
