Upon release from prison, those who must register are given a risk assessment by local law enforcement. The assessment rates registrants as level 1, 2 or 3, with 3 presumably being at the highest risk for reoffence.
Those who are assessed at levels 2 and 3 are placed on the public-facing registry website. Those assessed to be level 1 are still on the registry, but their information is only available to law enforcement.
ARS 13-3825 (Community Notification) defines the risk level assessment process. It states that “after reviewing the information received and any other information available, the local law enforcement agency shall complete the risk assessment, shall categorize the person, shall place the person into a notification level and shall enter the information into the computer system.” the tool that is used in that assessment can be found here:
